Under Article V, 13 states whose population adds up to under 5% of the national total can together block any constitutional amendment: ID, WV, HA, NH, ME, RI, MT, DE, SD, ND, AR, VT, WY. That’s a flaw in the Constitution that not even a new Constitutional Convention can repair.
