The last two Senate majority leaders have invoked the nuclear option: Harry Reid (D) in 2013 to kill the filibuster for nominations except the Supreme Court; Mitch McConnell (R) in 2017 into abolish it for the Supreme Court and in 2019 to cut debate time for lower-level nominees.
